Can we use E 309L consumable for joining of A105 vlave+ 316Ti pipe?

Dear friends,

Can you clarify the following points?

we are planning to welding of nipple(pipe) of A 269 TP 316Ti pipe with A105 forged steel valve, welding is socket weld( fillet ) only. while welding of these combination can we use Er 309L type consumable? or any Ti added consumable to be used? 
no specific requirement from customer, kindly clarify and do the needful.

To avoid low FN and thus hot cracking,  309 with low dilution rate  is a must

if we use 309, FN will be more and no chance for Hot cracking??
