Dear Mr.Saravanan,

The choice of the code cannot be decided in this way.
This depend on your specification and the design code. This can be easily decided by a designer and should have a written documentation between the client, the Designer and the Contractor.

Dear K.Saravan,

Can you give details what exactly do you want to ask?. AWS D1.1 is a reference code for Structural Steel procedure. Of course it can.

Dear Saravanan,
Construction codes are normally indicated in the Project Specification or FEED documents, data sheets, PMS and GAD's.

In case if it is not there in the above documents,  prepare a QC Procedure or Method Statement for fabrication of structural works indicating AWS D1.1 as a construction code, submit to Client for approval.

Regards
P Govindan

Generally ASME is referred to process piping and AWS is referred to structural steels which includes Platforms, supports, handrails
Also refer to your client specification for governing code they prefer.
In general piping specification are addendum to Asme B31.3 and structural steels specification are addendum to AWS D1.1

If it is non pressure parts which is integral part of pressure, then follow ASME sec9. if it is structural like beams ,columns for boilers and others which is not directly attached to pressure parts, follow AWS D1.1

Dear Saravanan,
Your query was "could we follow ASME section 9 or AWS D1.1  for the structural steel welding qualification? please explain." are you asking about procedure qualification or performance qualification ?
1) if  Procedure qualification- as explained earlier by Hareesh, the designer has to specify what is the governing code. (for structural steel works AWS D1.1 is generally followed)
2) if  Performance qualification- the governing design code/ approved WPS has to be followed.

Note: if you have previously qualified welders in the same range of variables but qualified on a different code, then you may approach the end user to accept them without a new qualification
Good luck.

If you PQR cover the parameter according AWS D1.1 them you can make WPS D1.1 from it PQR.
