What is pipe ?

Dears,

I have an bug on EN 15614-1 regarding to pipe description.There is no description of pipe. When I machine below flange from plate, is it designated as pipe or not?

When I have an joint as below,My body material thickness is 50mm. 

My customer requested pipe wpqr for this joint. But I think I can cover this joint with an 30mm Butt Weld WPQR.

What is your opinion?
