The suggested HT cycle conforms to Stabilizing Anneal Heat Treatment, typically applied for SS 321 & SS 347 base metals and weldments. The intention of stabilizing anneal is to improve the resistance of BM, welds and HAZ to Polythionic Acid Stress Corrosion cracking (PTASCC).
NACE RP/SP-170-2012 gives a broad outline of PTASCC, causes, mitigation etc. Many clients, in your part of the world, such as Saudi Aramco have robust and more detailed requirements related to outlined in their specifications.
In order to meet the PTASCC testing requirements on the weld, welding fillers should preferably be procured with complying PTASCC testing requirements.
One needs to convey clients requirements to welding consumable manufacturers and manufacturers have separate batches tested to these requirements.
This heat treatment is not as common as Solution Anneal, however this is a well established requirement for refining environment.
