PQR with E350

Dear Experts,

I have PQR with IS 2062 E350BR which is not given in ASME Section IX and I have consider this as unassigned material.
I want to use this PQR for welding of E250 material which given in ASME section IX as P No 1 & Gr No 1.

As far as my knowledge we can not use this PQR for E250 welding.

Is their any clause can help me to use E350BR PQR for E250 material welding?
