Possibility of Crack free in stellite 6 welding?

Dear experts 
 Whether  it is possible to achieve crack free in stellite 6 welding?

I have a job in which I have to carry out hardfacing by stellite 6 and buffer layer with Tenalloy (E-7016).Preheating carried above 350c and interpass 250c with penning and after completion of welding job is covered by heating blanket.
 When I carry out dye penetrant crater cracks appears. But my client needs with 100% crack free.plz kindly give ur valuable guidelines. Thk u.

Why are you doing penning? Not 100%. crack free possible if the hardness is more than 35HRC. Why preheat

Thickness is 90mm and penning for stress relieving ( heat stress)

For stellite peening is not required
