Hydro test as per ASME B31.3

Dears,

My company having a job in 2-month schedule and it is having 40% underground piping.
As per ASME B31.3, these piping shall be hydro tested before painting & backfilling as per 345.3.1
But as per the weather condition here, the rain will start by next month and it will affect the schedule. We have to backfill before the rainy season and we cannot complete the connecting above ground piping job before the rain. We are planning to do hydro test after complete all AG & UG welding.
So is there any possibility to change the hydro test after backfilling same as B 31.4/ API 1104.
Please give the positive reply, as I know there are many negative answers to this issue.

You can do it.
The joints location only have to be excluded.
Write the procedure for 24 hrs with chart recorder.

Get the approval from client.

In such cases you can ask for approval from the client for doing Hydrotest after backfilling. 

You can approach them with the risk involved in doing so and if anything goes wrong it's your company's responsibility to make it correct without extra money.

For Testing you can add a Chart recorder or increase the duration of testing for client satisfaction.
