Dear Manish

As per ASME B31.3 para 345. 3.1 (d) is not allowed painting after Pneumatic testing is not accepted the purpose of the testing is to check the integrity of the weld joint to ensure the sound weld

it is better to do it in black condition including base material to ensure no leakage.

Hi,

If the test is as per ASME B31.3 the pneumatic leak test can be carried out with painting.

The standard straightly restricts insulation before testing as per 345.3.1 for all testing.

Painting before testing is not allowed for Sensitive leak tests which are described in 345.8.
The pneumatic Leak Test is covered in 345.5.

But many CLIENT SPEC RESTRICTS THE PAINTING BEFORE HYDRO TESTING.
