High YS to Low YS

Good day all 
Please help me out by providing u r advise on below request. 

We have a qualified WPS with 75K YS material as per Sec-IX, can we use on material with 65K YS for welding? 

Please provide your feed back with reference clause.

The YS is not a concern by its own.

You have to refer to the reference standard/code and check the material grouping system and essential variables which may cause re-qualification.

It depends on Base Material P No and group No given in Sec IX and additional  requirements if any.

Dear Meisam,

Considering generally, a  high YS material would be most suited for structural applications if other factors do not interfere adversely.

please refer trailing para extracted from ASME section IX. I hope this may help you

QW-200.3 To reduce the number of welding procedure
qualifications required, P‐Numbers are assigned to
base metals dependent on characteristics such as composition,
weldability, and mechanical properties, where this
can logically be done; and for steel and steel alloys
(Table QW/QB-422) Group Numbers are assigned additionally
to P‐Numbers. These Group Numbers classify
the metals within P‐Numbers for the purpose of procedure
qualification where notch‐toughness requirements are
specified. The assignments do not imply that base metals
may be indiscriminately substituted for a base metal
which was used in the qualification test without
consideration of the compatibility from the standpoint of
metallurgical properties, postweld heat treatment, design,
mechanical properties, and service requirements. Where
notch toughness is a consideration, it is presupposed that
the base metals meet the specific requirements.
