Requirement of Heat Treatment on Pipe Specimen after Flattering Prior to Tensile test

Kindly advice,  According to SA 370 is it required Heat Treatment on Pipe Specimen after Flattering Prior to Tensile test as per below clause.

Hi

There is no requirement as the standard uses "may" for the heat treatment which is normalization and shall be done before the test.

The requirement is about the pipes that will subject to heat treatment in their production process and they shall subject to same heat treatment after the flattening test.
