Patch Plate Thickness - API 650 Tank

Dear Experts,

Construction Code: API 653

Annular PlateThickness: 13.5mm

Bottom plate thickness:8.0mm

       We are in a position to weld "Patch Plate" on the Annular ring plates.All the repairs are not in the critical zone (3"inch as per API 653). As per API 653 the patch plate thickness within the critical zone is  1/4" maximum. I could not get any reference for the patch plate thickness beyond the critical zone and within the annular ring plate.

Please kindly give your inputs with code reference.
