what is design and operating temperature of 347 ? is it pressure application ?

Stabilizing treatment needs some in application if there is risk of  SRC

similarly please let me know what is the application of 310

Stress relaxation cracking (SRC) could be a reason to have PWHT  for thicker (20mm and above)  stabilized stainless steel grades (mainly H grades)  when operating between 427 deg c to 871 deg c.
if in your case,  above condition doesn't meet than no require to have any heat treatment.
In case  PWHT is required than shall be done near to 890 deg c for these SS grades. Preheat is not required in any circumstances.
If you are welding two pipes than avoid using welded pipes ,since welds in thicker SS grade material (as mentioned above) have more chance of SRC.

Thanks and Regards

If u SS310 filler metal, u may land into fissure because of 310 is fully austenitic steel. No pwht is required for dissimilar metal ( stabilization treatment)
