PQR Thk clarification required for SS ( Dissimilar Fabrication weld Joint )

Dear Sirs,

I need to clarify the following weld joint very urgently.

As per the below snapshot sketch,

in order to weld the Lifting Lug (3) 45mm and the support plate (4) 22mm for the combined Groove and Fillet weld joint configuration given in the sketch, 

that is for the P No.8 materials ( A240-Gr.304L ) as per ASME Sec IX requirements,

When I select the PQR base metal Thk to weld this dissimilar fabrication joint of base metal thickness 22mm & 45mm, 

should I consider the maximum fabrication base metal thk of 45mm Lifting Lug too? Or I just consider the fabrication base metal of the support plate 22mm only.

Can I select the PQR base metal thk of 11mm only ?

Please advice.

Your groove weld is 22mm, so you can select PQR base metal thik 11mm and above.
