orifice flange nipple seal welding & PT before hydro or after hydro hydro ?

 Dear Experts,

Our piping team prepared the orifice flange nipple seal welding & PT after hydro test

But, our client wants to install the nipple & seal weld before hydro test   

Which is the right method?

If you have already welded the nipple after hydro test, go for re-hydro.
