suppose i am going to weld 16 mm thick plate with single v groove butt weld for a length of 1 meter,
then how much kg of weld or electrodes is required?
apart from general triangular rule, is there any thumb rule?

For large Steel structure fabrication , it will be 2.5-3% of steel weight. Only for rough calculation.

You are not mentioned the  degree of included angle.

Any how, by considering the angle is 60 degree , t=16 mm ,root gap =2mm and using downhill direction.The approx. no. of standard electrodes per meter joint shall be

Root Pass          - 3.15 dia.  - 7 pcs/mtr.
Filler +nup runs - 3.15 dia.   - 15pcs/mtr.
                          - 2.5 dia.     - 20pcs/mtr.

As per  below requirement for the amount of electrode requriement ,  this depends upon mainly your groove design. based on your groove design , the weld metal deposition  is calculated which include reinforcement also,
further   you should also have information related to  electrode to actual weld depositions. and then you can calculated all these values. 

 You may refer my  application   to get all these values very easily subjected to  you have such information with you.
the name of  application is " Smart welding Solutions" in andriod/iphone / Windows. its free of cost.

Hope these information will strengthen your welding activities.
