Non Shrinkage Grouting in storage Tank before or after hydro

Hi,

 Please advise the grouting of the storage tank may carryout before the hydrotest or after the hydro test? Here we are using Non shrinkage grouting. Apart from this any other materials are using elastomeric based vapor barrier sealant?
