Depends on your clients specification. If impact testing is to be performed in accordance with A/SA-370, Table 9 allows multiplication of acceptance criteria by ratio of tested specimen to full size specimen (0.40 in your case). Further, B31.3, Table 323.3.5 note (2), also allows for applying a ratio to the acceptance criteria for subsize specimens. In looking at the information provided, you have met the required temperature reduction requirement specified in Table 323.3.4.
In my opinion, a reasonable client should accept the values as meeting their specification requirements.
