Welder Qualification as per API 1104

Dear Experts,
Have a nice day to you all... I have doubt about welder qualification thickness range.

One of the welder has been successfully completed his WQT as per API 1104 with the thickness 21.1mm followed by the the 21.1 to 31.935mm thickness range WPS. Is he eligible for below 4.8 to 19.mm (0.188" to 0.750") if he cannot weld the lower thickness, why?

In API 1104, thickness is essential variable

I am expecting a favorable reply... thanks in advance...

As per API 1104 Thickness range is a essential variable for WQT. Please go through the Cl. No- 6.2.2 ( Scope) Point - e

                     I appreciate your guidance... my doubt is If he weld the lower thickness with the same parameters then what will be happened...? Is any impacts in mechanical properties? Please explain...!
