formula of strain percentage

Dear All
 In our spec. a formula is coming to calculate percentage Strain for tubular section as follow: 
PS % = (t/D) x 100
Now how can calculate strain age for other sections such as HEB?because in certificate of HEB that attached the amount of impact test for unaged condition measured .

Percentage of Strain is required for welded tubulars, it is required mainly dring codl rolling of plate to form tubular section to enable you ascertain the level of strain during cold rolling.
 
From the formulae, the higher thickness used for formming lower diameter will be subjected to higher strain than otherwise.
 
Percentage of strian is not required for rolled section such as HEB.
