Welder Qualification as per ASME SEC IX table QW-452.1(b) NOTE (2)

Good afternoon, is this explanation correct?: according to Table QW-452.1(b)Thickness of Weld Metal Qualified "NOTE(2)": I qualify a coupon for 2" sch 160 SMAW: t = 8 mm I add another coupon for 2" sch 160 SMAW: t= 8 mm Is this welder qualified to deposit in production up to 32 mm in SMAW in diameters of 1" and larger? (2) Two or more pipe test coupons with different weld metal thickness may be used to determine the weld metal thickness qualified and that thickness may be applied to production welds to the smallest diameter for which the welder is qualified in accordance with Table QW-452.3.

If welder welded 8mm thickness, he will qualify 16mm only. 

If 16mm welded then 32mm he will qualify.
