Low Hydrogen Electrode not using in Under ground pipeline laying

Can we use low Hydrogen Electrode in under ground pipeline works.??

If yes , please let me know standards and clause.

Dear Harish Varude 

      As per the API 1104 (Welding of pipelines and related facilities) clause 4.2.2.1 & 5.4.2.7 is addressing the usage of low hydrogen electrode so you can use LHE for underground pipelines.LHE were developed for welding low-alloy, high-strength steels.
