USER's definition in API codes

Dear Experts,

We have some ongoing arguments at site with reference to the word "USER" in API 686.

"Unless otherwise specified by the User, all machinery shall be grouted using epoxy grouts."

With the above statement in API 686 , User is defined for EPC contractor or Client / Owner.

Please advise.

Dear Krishna, 

In your case you must use epoxy grouts in all cases, 

And the Client/User/Owner can say whether the use epoxy grouts for all machinery can have any other alternative method or not. 

EPC dont have the right to override this. You may also raise a TQ to get a waiver or any alternative ways for this from client.
