I have a question regarding the use of a groove weld WPS for plugging a tube in an exchanger and whether it is necessary to qualify a Tube-to-Tubesheet (TTS) WPS instead. I would greatly appreciate your insights on this matter.

As per my understanding since it is a fillet weld we can do. If not please provide me reference.

Groove weld WPS cannot be used in tube to tube sheet welding in heat exchanger Tube replacement . Separate WPS need to be prepared as per ASME SEC 9 and also the welder need to be qualified using that WPS

You can use the groove qualified WPS 
Enure ASME sec IX requirements are met 
Essential ,Non essential ,Supplentary  variables

If WPS Qualified for Groove welds also qualified for fillet weld only want to check for thickness rank for approved WPS.

For this tube to tube sheet welding separate wps need to be prepared and the welder should be qualified with that wps 
Kindly refer QW-193 in ASME SEC IX 😊😊
