QT stamp on Quenched and Tempered forgings

Dear Experts,

Below is an excerpt from ASME SA-350 and is related to product marking:

Could you please advise the basis of this requirement. In most cases, this stamping is specified for Quenching and tempered or Quenching and precipitation heat treated only unlike the Normalizing or Normalized and tempered.

Toughness value will be  more than Normalizing, Welding related issues will be more in QT if proper procedure is not followed.

Check your MTC for the type of Heat Treatment performed and take necessary action with the concurrence of your Client.
