Welder Qualified on Plate can weld Pipe?

Does a welder qualified on plate can do weld on pipe as per ASME? What is the range for that?

Plate qualified welder can not weld pipe below 24”, yes he can weld above 24” on pipes

Welder qualified on plate can weld 73mm OD and over. Thickness limit will be 2T of plate qualified.
