If your question is related to ASME Sec VIII-Div I, then UG-99-(h) recommends as below

"The metal temperature during hydrostatic test be maintained at least 30°F (17°C) above the minimum design metal temperature, but need not exceed 120°F (48°C), to minimize the risk of brittle fracture."

Also the test liquid shall be at a temperature higher than the nil-ductility transition temperature of the material being tested.- Reference ASTM E1003.

The nil ductility temperature is the highest temperature at which a material experiences complete brittle fracture without appreciable plastic deformation.
