PWHT is an essential variable for any welding procedure. Hence incorporating 2 PQR’s in one WPS with PWHT & No-PWHT could be confusing. Advice would be to make 2 separate Welding Procedures referencing 2 separate PQR’s . Please look under QW-407 for explanations.

Yes you can.
Section IX does not dictate the form of the WPS (or the PQR for that matter) but only dictates the variables or components that must be addressed. A single WPS can be written for both conditions as long as the essential variables and non-essential variables are addressed for both conditions (and if appropriate, supplementary essential variables). I have frequently seen WPS’s of this type and upon review have approved them on the basis of addressing all required variables. In a previous job, it was not uncommon to weld a single coupon, split it into two parts and test one half with PWHT and the other tested as welded and then write a single WPS. However, a single welded coupon is not required.
The biggest problem is to avoid confusion for the welder caused by a too complex a WPS. Remember that the ultimate purpose of the WPS is to provide guidance to the welder on how to complete the weld.
Don’t import your personal bias into requirements for qualification. Apply what is required by the Code and, if necessary, the ever annoying customer.

PWHT is not essential for Welder and He need not bother about PWHT. Confusion will come in recording variable and preplanning is very much essential for each joint
