Welding consumables certification

Dear Friends
 
As per our client specification for all welding consumables has to be minimum of EN10204 3.1 certification is required.
we are submitted EN10204 3.1 Chemical composition and for mechanical properties EN10204 2.2.
But Client not accepting that certificate due to mechanical properties has to be certified as per EN10204 3.1
 
let me know what is the difference between EN10204 3.1 and EN10204 2.2

Here's the difference
 
EN 10204 2.2 - Test report of Conformation of compliance with the order, with non specific test results and signed by manufacturer.
EN 10204 3.1 - Inspection certificate of Conformation of compliance with the order, with specific test results and signed by designated Quality personnel of the manufacturer independent of the production department.

Just to add Hrishi's comments. 3.1 provides specific results per lot
(lot controlled) and 2.2 provides generic results. Most certs are
2.2.

I feel the diffrence is the following,
 
2.2 – this is a statement of compliance with the order, with indication of results of non specific inspection by manufacturer.

 

3.1 – this is a statement of compliance with the order, with indication of results of specific inspection by manufacturer’s authorized inspection representative independent of the manufacturing department.

 Documents issued by the manufacturing plant

2.1 Certificate of compliance/Werkbescheinigung/Attestation de conformité Confirmation issued in text form without test results, confirming that the delivery corresponds to the agreement.

2.2 Test report/Werkzeugnis/Relevé de contrôle Confirmation based on results given for products made of the same/ similar materials, confirming that the delivery corresponds to the agreement.

2.3 Specific test report/Werksprüfzeugnis/Relevé de contrôle specifiqué Confirmation based on results of tests made on the delivery itself, confirming that the delivery corresponds to the agreement.

B3) Documents issued by experts independent of the manufacturing

3.1 A. Inspection certificate/Abnahmeprüfzeugnis/Certificat de réception Confirmation issued by an officially nominated inspector based on the results of tests made on the delivery itself according to legal rules, confirming that the delivery corresponds to the agreement.

3.1 B. Inspection certificate/Abnahmeprüfzeugnis/Certificat de réception Confirmation issued by the plant inspector based on the results of tests made on the delivery itself according to the requirements of the customer, confirming that the delivery corresponds to the agreement.

3.1 C. Inspection certificate/Abnahmeprüfzeugnis/Certificat de réception Confirmation is by an expert nominated by the customer based on the results of tests made on the delivery itself according to the requirements of the customer, confirming that the delivery corresponds to the agreement.

Option: retest material.
You may check type of material to meet electrode classification in each spec.

The certification requirements are laid down in  ISO 14344. The manufacturer is responsible for the compliance to the certificate and the manufacturer specify the quality requirements in their QMS. Now:
The welding consumable manufacturers provide filler wire with 3.1 for chemical i.e. actual results of the chemistry performed for each lot.

2.2 For mechanical properties which are typical values i.e. the stated minimum mechanical properties by the manufacturer.

In your case, you can ask the manufacturer to provide you 3.1 for chemical and mechanical both although it gonna cost to higher due to added cost to the manufacturer. Also it depends on your total requirements as for small qty. manufacturer may not entertain the requirements.

This is contractual agreement before procurement.

So, owner already requested for 3.1 and you procurred 2.2? or owner requirements are same as your procurement?

Check the root cause and make correction, if its your correction then ask for the same heat from manufacturer which they shall have the tracebility but anyhow you have to provide AI representative, as for as 2.2 to is an non specific inspection requirements.

If owners correction then no need to provide anything so check what was in bidding stage prior to procurement for actual requirements.
