What is it that you are bolting?

Plated or unplated? 

Lubricated? Type? K factor?

Gasket type?

Are you trying to achieve maximum amount of tightness shy of reaching the yield of bolting material? Or sufficient amount of compression/clamping on a specific type of gasket material?
