Hi
Is it acceptable to use plate instead of cladding for blind flange? The cladding material and plate is CU NI 90/10. 
The below drawing is the manufacturing offer.

You need to do design calculation with cladded material

The application of blind flange (ASTM A105+CUNI 90/10 cladding) is for sea water

Liner attachment.is not accepted by designer ( Ask licensor)
You require to have a metallurgical bonding by carrying out overlay welding
90:10 Cu Ni.is compatable with C S
