PWHT Query of P4 material / ASME B31.3 - Piping

Hello Experts,

Query - We have one of the Vendor PQR for P4 material and noticed that the PWHT has been carried for 2 hours (Thickness = 23.5mm). I believe that the PWHT time should not be more than 1 hour for the said thickness. 

Question 1 # Whether for any new job using the same PQR, PWHT time should be the same 2 hours or it can be reduced to 1 hour as per the latest standard? We have currently a modification job in the same steam line and the thickness is 10.0 mm.

Question 2 # What could be the reason for this 2 hours, PWHT time period?

PQR PWHT cycles are are considering the repair PWHT (additional cycle).

during production welding you need not to apply, can proceed as recommended by code of construction.

Pls. refer ASME B 31.3  latest edition for PWHT

There is mentioned that you can Exempt the PWHT, doing Preheating 95 deg Celsius temp. 

so there is PWHT is not required if you do Preheating for said thickness job.
