same WPS usage limitation in different countries

Gentlemen,

Is it permissible to use WPS/ PQR qualified in one workshop in one country to 

another workshop of the same company in a different country ?

Eg: WPS qualified in Indonesia workshop of a company. Can they use the same WPS in another workshop of the same company in Saudi Arabia ?

As long as the Organization in one or more countries have the same operational control as defined in Quality manual as same entity, it is permissible to be used.
