Is P11 to Stainless Steel(304L or 316L) welding possible?
 
If yes then plz mention by which welding consumables?

Yes,
 you may use 309 grade, in order to avoid hot cracking because of low FN.
 If your P11 pipe has to undergo PWHT because of thickness, then you have to butter the P11 with 309, perform the PWHT and then weld it to the 316 using again the 309 filler metal.
This will help you to avoid sensitization of 316.
 However, the buttered area has to undergo a corrosion test if the pipe is for wet service and clorines may be present.
For buttering you may need a specific WPS qualification (see ASME IX QW-283)

The compatible filler metal shall be decided based on 
1) Service temperature 
2) Type of butt joint - Butt/ fillet 
3) PWHT required or not 
4)Service type -Elevated/corrosion  etc

Pl. state all the requirements from drawing/specs   then we experts can give suitable advice
