EGW welder operator qualified thickness limit

Dear Sir,

I am confusing for EGW welder operator thickness qualified because we conduct test for welder operator on thickness 16.0 mm plates which are single pass only.  As per ASME-IX  QW-403.9 For single‐pass or multi pass welding in which any pass is greater than 1/2 in. (13 mm) thick, an increase in base metal thickness beyond 1.1 times that of the qualification test coupon. Can anyone clarify me maximum thickness qualified welder operator.
