PWHT of blind flanges

Dear All,

Is it required to place permanent blind flanges in the furnace when the vessel requires PWHT ?. 

If there is handle welded on blind flange, PWHT required ?

Permanent blind flanges may not require PWHT, any welds associated with them typically do, if they affect 
the structural integrity. But if the handle is a temporary weldment, and removed later or if the fillet is small,
then PWHT is not needed.

Blind Flanges (manhole or other) are keep separate in farnace. Don't assemble with vessel. 

Flanges serrations need to protect, apply chalk powder .

Welded flanges will do PWHT along with vessel. Because of flanges thickness.
