RECERTIFICATION OF MATERIAL TEST CERTIFIACTE AS PER ASME

Dear All ,

     We have to manufacture a Heat ex-changer Code of construction ASME 2021(Code stamp required for the Equipment) . Raw material for plates & pipes are manufactured As per ASME 2019 . MTCs are available as per ASME 2019 and Original marking is still available on materials how can i re-certify the material and use it for the equipment which has the code of construction ASME 2021 .

Dear Saurabh

First thing is only material manufacturer can recertify the material test certificate.

You can only reverify the material test certificate as per applicable code edition using Material Verification forms available in your system.

Refer your ASME QCM 
Material Control Chapter.
Speak to your AI . He will guide you in detail and get the material re verified with Current Edition

You can. Generate documentation demonstrating that all applicable requirements (including, but not limited to, melting method, melting practice, deoxidation, chemical analysis, mechanical properties,quality, and heat treatment) of the specification permitted by this Division, to which the material is to be recertified, have been met. read UG-10

first of all refer signed and approved QC manual ,refer material section .
For easy understanding refer below procedure-
Read  and refer ASME sec VIII div1 UG-10 for recertification 
1.first check that  ASME specification  Identical with  which ASTM Specification (eg in edition 2019 SA516 is identical which ASTM specification/year). check this in ed2019 only.
2.second check Identical  ASTM Specification is in range or not of acceptable editions  (Table II-200-1) ASME Sec II part A ed2021..check this in ed 2021.
3.Third if  Identical  ASTM Specification is in range of acceptable editions. simply stamp of recertification( ASME spec with editions spec with edition, date, sign, QA/QC engineer name and signature)
4. if  Identical  ASTM Specification is not in range of acceptable editions than make a table compare mechanical prop, chemical prop, heat treatment ,ASTM year of edition , grain type, number of mechanical test, orientation of specimen include all points given in certification of related specification and general specification(eg for SA516- refer SA 516 and SA 20 certification).
5.Write a note at end recertification done by following ASME sec VIII div 1 -UG-10 edition 2021.
6.Attach marking photos.
result- IF 2019 Edition values for mechanical prop, chemical prop and all other property satisfy need of edition 2021 use material by attaching all supporting docx-MTC,MIR,UG-10form.
IF 2019 Edition values for mechanical prop, chemical prop and all other property DIDNT satisfy need of edition 2021 have a words with AI go for testing and but testing will be useful only when chemical and heat treatment is as per req of 2021.

This is general procedure best to refer QC manual.

      I have checked in Mandatory App. 2 Table II-200-I for SA-516 Edition 2019 is identical with ASTM-17 and other acceptable editions are 86 thru 17 and    
       SA-516 Edition 2021 is identical with ASTM-17 and other acceptable editions are 86 thru 17 (No change in Edition 2019 & 2021). However 2019 edition is
       out of range as per table-II-200-I  because Edition 2019 is equivalent to edition 2017 & Edition 2021 is also equivalent to 2017 base on that can we accept 
       the material  simply by mentioning that SA-516 Gr.70 Ed.2019 is equivalent SA-516 Gr.70 Edition 2017 also SA-516 Gr.70 Ed.2021 is equivalent SA-516 Gr.70
        Edition 2017 hence this is acceptable  or what else should be done in order to carry out the recertification please provide your guidance in this regard.

There is no need of MTC recertification.
As per Ug 10 comparison of data available in mtc against 2021 edition required ,as per sec 2 part A ASTM edition year of acceptance require.
There is nothing complicate in this case.

Refer UG-10 it says recertification by Vessel or part manufacturer and it allows to certificate holder recertify the material as per current edition, without NCR. Also additionally you can refer ASME Section II Mandatory Appendix II for more details and example.

Since MTC is being ASME material with 2019 edition, you can use it directly. Only you have to endorse that Mtc reviewed as per 2021, Refer your ASME manual and read Material control section.
