try this out for a usa scheme
24/7 FDs - public FDs - "structural FDs" with some brush trucks thrown
in - each county has a 'chief" or 1 peak coord person / dispatch
office
each state has 1 statewide coord center for the 24/7 FDs
washington dc has 1 coord point for the 50 states - maybe at FEMA HQ
industrial and airport and military FDs - they should probably be
included in this deal

wildland FDs - federalis - and state forestry - all coord thru NIFC in Boise
each state forestry service should have 1 coord point - maybe at state
ema - maybe they should coord thru FEMA and thru NIFC - or pick one
=====================
specialty teams - hazmat and technical rescue and MCI and plague and
locusts and flood rescue etc - they probably need to coord thru the
local county fire dispatch point
except for the usar teams and WMD teams

ambulances - probably need to coord theu county then state - then FEMA

police - same as 24/7 FDs - county then state then FBI HQ
specialty police - like swat and bomb and usfs LEOs and game wardens
and airports and harbors and military - the easiest way to coordinate
everyone is GEOGRAPHICALLY - city then county then state then fbi hq

can you imagine what todays callout scheme would look like if a guy
with a nuke sutcase bomb got on a amtrak train parked next to a
nuclear power plant next to a national historical site? the cross fire
between the NPS Stop Team and the NTSB Go Team would be crazy!
