seconds 72.97% of the time. Turnout time is two minutes and two
seconds, meeting the standard for 89.42% of calls. Travel time is at
eight minutes and 16 seconds, with MFPD meeting the four-minute
standard on 52.05% of calls.

lets look at 1 sentence here - . "Travel time is at eight minutes and
16 seconds, with MFPD meeting the four-minute standard on 52.05% of
calls". - imho this translates to - our average travel time was 8
minutes and 16 seconds in 90% of all calls - which is approx an
average of 4 minutes - which is double of an 2 minute average (the 2
minute average comes from the '90% of 4 minutes' goal

so confusing unless you sit down and crank thru the numbers slowly
