any hospital with an emergency room must have 2 operating rooms that
are staffed at all times

fire departments can bill for ambulance calls - most people have
insurance to cover the cost

not sure if I believe all of that - it would mean that every hospital
with an ER would be a trauma center basically - so there would be few
of them
