One goal is - '10 minute response time to high priority calls' -
(which might translate to an average of 5 minutes)
it will be interesting to see if they can bring down their high murder
rate - and it is interesting that response times is a major issue -
(which they should be - but no one in the news media ever talks about
them - heck - the news media doesnt even know if "higher" or :lower"
is "better" or "worse" many many times)

I smell a rat - response time goal is very vague
is it 90% of calls in 10 minutes - or is it - an average of 10 minutes?
they probably already have a 5 minute average like maybe most USA big city PDs
