like the mcmanis 1984 report for FDs - every FD should have 5 man
crews because 5 man crews can put out fires faster - lol lol lol -

note - if a FD has 100 people on duty - with 5 people per company -
then they can staff 20 companies - if they have 4 people per company,
then they can staff 25 companies - if they have 3 people per company -
they can staff 33 companies - going from 20 to 33 companies is a 65%
increase in companies - which can yield a 65% reduction in response
times - instead of 5 minute response times you can have 2 minute
response times - which would you rather have? - its simple math and
common sense
