ask everyone in your agency -

what is the number 1 incident that we are unprepared for?

what is the number 1 need? - leave out pay raises because everyone will say that

what is the number 1 training need?

what is the number 1 tactical need?

what is your number 1 pet peeve about the agency?

what is your number one health or safety concern for yourself - in or
out of the agency

what is the number 1 change need in policy?

there needs to be some way to receive emails anonymously - have people
set up throwaway Email accounts on yahoo or protonmail or wherever -
you might need a lawyer to quickly screen the submissions to make sure
they are not derogatory or slanderous or bogus or trolling
