FD spends $2.2M on pay - they have 3 firefighter dispatchers - no
other dispatchers are listed in the FD budget
PD has 7 dispatchers listed in their budget - PD spends a total of $2.4M on pay
seems like low numbers - maybe they have lots of cops and FFs who fill
in as telephone operators or something
ambulance is provided by private company - not sure if they get a city
subsidy or not
