not sure what they would have in there - maybe food supplies or water
filters or crowbars
this is apparently used by the 42 million people who have disaster
prevention training in japan - like civil defense people in 1960s usa
these locker seem to be rare - but maybe not
they dont have a red light like the volunteer fire stations / lockers have
iirc we have seen some of these right inside Tokyo also
