which is not to say that there is a 2nd ladder at that station - that
would be very rare afaik - maybe tokyo has 1 station with 2 aerials

come to think of it - in tokyo - it is also very rare for a Branch
Station to have an aerial - usually it is just 1 or 2 engines and
usually 1 ambulance
