sometimes - response time info can be very complicated - for example -
2400 - E1 is sent to a call - 2405 - E2 takes the call for E1 because
E2 is closer - 2410 - E2 arrives at the scene - is the response time 5
minutes or 10 minutes?
if E1 takes 30 minutes to arrive at a mutual aid call that is 30 miles
away - should that number be included in the response time statistics?
