first boat arrives with approx 6 guys - they run 2 or 3 handlines
5 minutes later - 2nd boat arrives with approx 6 more guys - 1 has scba
all have ppe
no police or ambulance units anywhere - land side nor water side
that was probably the entire onduty fire crew
maybe they bring in mainland companies for backup - or off duty staff
