1. the present system will rollover calls to other 911 center when the
crap hits the fan
2. los angeles county sheriff has calltakers in each sheriffs
substation - but all radio dispatch is from 1 central location - so
thats a unique option that can work - probably can work in reverse
also (like NH or RI for example)
