on the ch16 radio traffic there were many messages reporting only 1 or
2 victims - this is a common theme at disasters that I have noticed -
public safety agencies and dispatchers dont want to believe that they
are facing a major emergency - probably subconsciously - its maybe a
psychological defense mechanism - nobody wants to be facing multiple
dead bodies
