unused radio channels in Massachusetts

151.2275 + 151.1975 + 151.2425 + 151.2125 all show no licensed users
in Massachusetts - we have been checking those freqs since 2010 and
have never found any licensed users on any of those channels - perhaps
it is done to protect 151.235 from adjacent channel interference -
perhaps not
maybe all 4 channels are actually in use by a secret agency
similar situations might exist across the USA
